Born in 1929, Hunan Lijiang people. Graduated from Huazhong Normal University. CPC member. In 1949, he joined the People's Liberation Army and was appointed editor and journalist of the People's Navy. In 1988, he was elected as the representative of the Seventh National People's Congress. There was no lawyer at the 1st National People's Congress and the first meeting of the 7th National People's Congress. Leading the proposal to formulate a lawyer's law, a supervision law, a hundred-year national shame and a hundred years of shame education, and a working system every five days. In 2003, he was invited to participate in the "International Symposium on Japanese Invasion of Asian War Responsibility" and delivered a speech entitled "Love China, Love Japan".

 

After the Third Plenary Session of the Eleventh Central Committee of the Communist Party of China, one of the first lawyers in China. Originally practiced in Anhui. The People’s Daily and the Legal Daily reported on the performance of his lawyers on two front-page headlines. Prototype of lawyers in the novel and TV series "Black Hole". He used to be the legal advisor of the Huaihe River Water Resources Commission, the National Flood Control Headquarters, the Ministry of Water Resources, and the Chinese People's Liberation Army Navy. He was called a member of the Chinese Law Society by the media as a “water lawyer” and a “blood lawyer”. Member of the China Water Law Research Association. Member of the China National Lawyers Association's Civil Litigation Action Litigation Team, now a lawyer of Beijing Wang Yumei Law Firm. He is mainly good at criminal appeals, case appeals, non-litigation cases and case comments in the case of “difficulty in the old and the wrong”.
